Samuel Kim
Project Manager OECD
Samuel is a Project Manager in the OECD’s National Skills Strategy programme and is currently managing the National Skills Strategy projects for Latvia and Korea. These projects provide countries with a strategic approach to skills policies to ensure that people and countries have the skills to thrive in a rapidly changing world due to megatrends such as digitalisation. He has also worked on the National Skills Strategy projects for Flanders, Mexico and Spain, covering issues such as developing relevant skills over the life course, using skills effectively in work and society, and strengthening the governance of skills systems. He has previously worked on the Survey of Adult Skills and PISA for Development. Prior to joining the OECD, he worked for the German Federal Ministry for Economic Cooperation and Development on migration issues and the German Development Agency in an educational reform project in Guatemala focusing on intercultural bilingual education, teacher education and student assessment. He was also a research fellow at the UNESCO International Bureau of Education in Geneva where he focused on inclusive education, capacity development and curriculum design. Samuel holds a Master of Education degree from Harvard University and is a Ph.D. candidate in Economics of Education at the University of Cambridge.
